COUNCIL ELECTION DECIDED INCUMBENT, 2 NEWCOMERS WIN IN AGUA DULCE RECOUNT.

 - After a disputed election that divided this rural community, a full ballot recount has put an incumbent and two newcomers on the Agua Dulce Town Council, officials said Monday.

, Ze Gonzales and Richard Dyer. With 893 ballots counted Sunday - including 203 absentee ballots that were deemed suspicious on election night - they defeated incumbent Judith Fried and candidates Lorene Cangiano and Eric Harnett in the six-way race for three Town Council seats.

``It's a full count, so it should reflect the wishes of the community,'' Hall said. ``We had to go though the extra step of validation, but I think everything worked out.''

The Town Council - an advisory body with no legislative powers - handled the Nov. 2 election independent of the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County Registrar-Recorder's Office. The count was halted on election night when some 206 absentee ballots became suspect, and tensions flared among neighbors as some pressed to complete the tally despite suspicions of voter fraud.

Election committee chairman Jeff Gersh and two members recounted all the ballots Sunday.

``It went pretty well,'' Gersh said. ``We went ahead and followed the recommendations of the special blue ribbon panel. ... It was just real lengthy because we were recounting everything.''

Hall finished first with 487 votes, followed by Gonzales with 422 and Dyer with 412. Fried received 394 votes, Cangiano had 381 and Harnett 353.

Of the total 928 ballots cast, 35 absentee ballots were rejected due to verification problems or because the voter failed to meet residency requirements, and three were disqualified dis·qual·i·fy
