COUNCIL DIVIDED, BUT OK'S MUSEUM.

 - Paving the way to open an art and history museum early next year, a divided City Council on Friday approved a contract that would allow one councilwoman's preservation group to operate the museum.

``This is a victory for the community,'' said Richard Arroyo, a member of Friends of the Lopez Adobe, the preservation group that will operate the 3,300-square-foot museum.

Amid bitter debate and a few personal swipes, the City Council voted 3-2 to approve a three-year contract that allows Friends to rent the city's old fire house at a below-market rate price. In exchange, the Friends, which City Councilwoman Julie Ruelas heads, would operate the museum.

But the group's financial records have not been released, and, with no track record, it's unclear how the group - who on Friday offered to produce the records- will pay for the upkeep and opening of the facility.

``This is a center for the citizens, and it's going to be a good thing for everybody,'' said Elvira Orozco, the city's former treasurer and treasurer of Friends.
