COUNCIL DELAYS VOTE ON PAY HIKE FOR TOONE.

PALMDALE Palmdale, city (1990 pop. 68,842), Los Angeles co., S Calif., in the irrigated Antelope Valley; a growing residential suburb of Los Angeles near Little Rock Creek where it forms Lake Palmdale Reservoir, inc. 1962.  - The City Council delayed until May 23 a vote on raising City Manager Bob Toone's salary from $171,200 to $192,000 a year.

 Loa, who made the pay raise proposal, said he asked for the delay because he had wanted to consider the pay hike as part of a closed-door performance review of Toone rather than a stand-alone, public session item.

``When you talk about a pay raise you have to justify it with performance and talk about where we will be going (as a city) in the future,'' Loa said.

If the pay raise is approved at the May 23 meeting, it would put Toone's pay nearly equal with Lancaster City Manager Jim Gilley, who earns $192,144 a year.

Santa Clarita was paying its city manager, George Caravalho, $175,000 in salary and $8,000 in deferred compensation. Caravalho left last month for Riverside, where he gets $22,000 more.

Loa said the pay raise proposal should not be confused with the issue of whether Toone's employment contract should be extended past December.

Loa said he wants to see progress on issues he raised during his council campaign reflected in the next city budget before addressing a contract extension.

Loa's issues included filling in vacant store buildings, adding after- school programs for youngsters, improving law enforcement and bringing a hospital to the city's east side.

The mayor, who has been pushing for an extension of Toone's contract, said the uncertainty over the future of the city manager's post is a distraction Distraction

``We're creating uncertainty,'' Ledford said. ``Our focus as a city can be jeopardized or compromised.''

 Mike Dispenza said the pay raise question should be delayed until after the city sees the impact on Palmdale's budget from the state's efforts to come to grips with its multibillion-dollar deficit.

``We should wait until after we do the budget before we even look at this,'' Dispenza said.

Councilman Rick Norris said he is opposed to the pay raise, noting that Toone was just given a $10,000 pay hike in August.

``It's unfair to ask the employees to forgo a pay raise and then give one to the city manager - especially after he just got one six months ago,'' Norris said.
