Burbank's aerospace industry collapsed with the end of the Cold War.  -- The City Council is expected to approve a $654 million budget tonight for the coming fiscal year that includes a 6 percent jump in both sewer SEWER. To increase revenue, city officials are proposing a 28 percent jump in trash fees over five years, going from $19 a month for a single-family household today to $24.95 in 2011.

Sewer rates would also jump 28 percent, from the current $16 a month to $21.01 in 2011. The increases are being proposed to help offset rising costs to treat water and rising gas prices for trash trucks.

The Burbank Water and Power Department has also proposed a 3.5 percent hike this year because of rising costs of natural gas, raising the average monthly bill from the current $63 this year to $65 next year.

In all, officials are proposing designating $132.5 million for the general fund, which goes toward salaries and benefits, materials, supplies and improvements to the city's 14 departments. This year's figure is $13.1 million more than last year's $119.4 million general fund budget, mostly because of negotiated salary and benefit increases for police and other city employees.

About half the general fund is for police and fire services

. The Police Department's budget likely will increase to just over $38 million, up from nearly $35 million last fiscal year. The council could restore two of eight frozen police-officer positions and four other law enforcement jobs.

The Fire Department is expected to have $25.7 million, compared with $24.9 million last fiscal year.
