Masry said he will be forced to spend more than the originally planned $85,000 to counter campaign fliers Markey sent to constituents claiming that Masry has suffered three heart attacks in the past six months.

``It's an absolute lie,'' Masry said. ``It's this kind of vicious lying that is causing me to go overbudget.''

Markey, reached by cell phone while door-to-door campaigning, said he could not pinpoint where he heard claims of Masry's heart problems, but maintained that Masry's health is a campaign issue.

``He needs to prove it's not true,'' Markey said. ``If Mr. Masry can't stand the heat, get out of the kitchen. Welcome to politics.''

The candidates are bound by the city's two-year-old ordinance A law, statute, or regulation enacted by a Municipal Corporation.

An ordinance is a law passed by a municipal government. A municipality, such as a city, town, village, or borough, is a political subdivision of a state within which a municipal corporation has been
 limiting individual outside contributions to $250 each.

The remaining council candidates for the on the Nov. 7 race are:

--Thousand Oaks Planning Commissioner Jim Bruno, who raised $25,303 and spent $19,679.

--Businesswoman Chris Buckett, who raised $11,623, but spent $12,864.

--Conejo Recreation and Parks Commissioner Joe Gibson William Joseph Gibson (born June 28, 1919 in Nocona, TX) was an American football defensive back and end in the NFL for the Washington Redskins and the Cleveland Rams. Gibson also played in the All-America Football Conference for the Brooklyn Dodgers. , who raised $7,175 and spent $6,890.

--Housing advocate Mary Harris, who is not required to file a finance report because she plans to raise less than $1,000.
