COUNCIL APPROVES PLATEAU ACCORD WITH DEVELOPERS.

Byline: - Cecilia Chan

The City Council has unanimously approved the Western Plateau The Western Plateau is Australia's largest drainage division and is composed predominantly of the remains of the ancient rock shield of Gondwanaland. It incorporates two thirds of the continent; 2,700,000 square kilometres of arid land including large parts of Western Australia,  Preservation Plan, which will save 191 acres of pristine open space from development in return for concessions to three developers.

Opponents called the deal - agreed to late Tuesday - a giveaway to developers, arguing that it is too difficult and costly for developer Shapell Industries to even build homes on the Western Plateau.

However, supporters pointed to the plan's advantages - saving the plateau, and providing land that will be used for a YMCA YMCA

and a middle school at Dos Vientos Ranch.

``Basically we are in the implementation mode,'' Deputy City Manager Jim Friedl said Wednesday.

Under a new agreement on affordable homes, Shapell was able to transfer the homes it was going to build there to to other areas of town - including Dos Vientos Ranch, the Newbury Park community being built by Miller Brothers and Operating Engineers Operating Engineers are tradepeople who operate machinery. There are two main types of workers that share this title and trade union affiliation (IUOE). The first group are workers who operate steam plants and boilers. , who received concessions such as replacing affordable units with market-rate ones in the development.

Operating Engineers will now build 120 to 130 units, instead of 50 units, on land to be provided by the city. Staff members are expected to return to the council in 90 to 120 days to propose potential sites, Friedl said.

The council, however, split over both Site I - a disputed piece of property - and also Operating Engineers' agreement to deposit $2.5 million for the construction of Rancho ran·cho
