``Our population's growing, our programs are growing and our responsibilities are growing,'' Pulskamp said. ``We do everything we can to not hire employees. But in this situation we felt it was necessary.''

The city expects to fill the posts within the next three months, and the positions may be posted nationally, locally or among the city staff depending on the demands of the job, Pulskamp said.

Funding for the new posts will be incorporated into the general fund after a mid-fiscal year budget review in December.

Some of the changes fit naturally with changes in staff, Pulskamp said. For example, Parks, Recreation and Community Services Manager John Danielson left for a job elsewhere, allowing the city to restructure the department. Instead of a manager, the responsibilities will be split between a parks superintendent and a recreation superintendent, Pulskamp said.

In the Field Services Department, a facilities maintenance manager position will be created, Pulskamp said. Demands on that department also have grown with increased park space and a $5 million landscape maintenance district, he said.
