IN a 13-2 vote Wednesday, the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  tentatively approved a proposal to form a public-private partnership Public-private partnership (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. Roski and Philip Anschutz Philip Frederick Anschutz (born 28 December 1939 in Russell, Kansas) is an American businessman and supporter of Christian causes. With an estimated current net worth of around $7.8 billion, he is ranked by Forbes as the 31st richest person in the USA.  to build a $250 million sports-entertainment complex in downtown Los Angeles Downtown Los Angeles is the central business district of Los Angeles, California, located close to the geographic center of the metropolitan area. The sprawling, multi-centered megacity is such that its downtown core is often considered just another district like Hollywood or . If the deal is accepted by Roski and Anschutz, the city would float $70.5 million in bonds for its share of the project and provide the developers with the site of the North Hall of the Convention Center for their 20,000-seat arena. Here is what the 15 council members said about the importance of the project for the future of the city.

Councilman Mike Hernandez: ``This benefits all Angelenos and downtown Los Angeles. It gives people a reason to be here at night. We have to use this as an opportunity.''

Councilman Joel Wachs Joel Wachs served for several terms as Los Angeles City Councilman for the 2nd district. He was first elected by defeating incumbent James B. Potter.

While in office, Wachs chaired the Public Works Committee and vice-chair of the Environmental Quality & Waste Management
: ``This is not the best deal the city could get. There's no question it's better than it was, but this is not the best deal other cities have got and what we asked our negotiators to do.''

Councilwoman Laura Chick: ``My concern is how is this good for the entire city. We have to make that case because there are a lot of people who live in different parts of the city and don't like what's going on What's Going On is a record by American soul singer Marvin Gaye. Released on May 21, 1971 (see 1971 in music), What's Going On reflected the beginning of a new trend in soul music.  down here.''

Councilman John Ferraro John Ferraro (May 14 1924—April 17 2001) served as a Los Angeles City Councilman from 1966 until his death. Early life
Ferraro was born in the working class suburb of Cudahy, California, just south of Los Angeles.
: ``We've come a long way from the beginning on this. Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  needs to show it can work.''

Councilman Mike Feuer: ``It will take every effort to make this city a model that can work. Without a vibrant downtown we are not going to become that city. We can choose to let downtown erode or we can choose to make downtown sparkle again.''

Councilwoman Ruth Galanter Ruth Galanter was a city councilwoman from Los Angeles. She served as President Pro-Tempore and President of the city council. : ``There is not only a risk in going ahead with this, but we have to look at the risk of not doing anything. If we do nothing, downtown will continue to fall.''

Councilman Richard Alarcon: ``I think most people in the San Fernando Valley San Fernando Valley

Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills.
do appreciate the notion of a central downtown that makes sense. We need to make a statement that this city wants business.''

Councilman Mark Ridley-Thomas: ``To the extent we are talking about a downtown sports corridor, this does something significant and is something that is very, very positive and very, very important. This is part of a strategy to revitalize downtown.''

Councilwoman Rita Walters: ``This is a significant project that will increase jobs and spending in Los Angeles while turning the lights on downtown and the entire city benefits from a revitalized downtown area.''

Councilman Nate Holden: ``It seems to me this is just slapping the taxpayers in the face. You're asking them too pay for something they don't even want.''

Councilman Marvin Braude: ``The question to me is should we have a facility where you can have 20,000 people come together for a concert or a festival or something else and the answer to me is yes.''

Councilman Hal Bernson: ``I don't think there's any question about the benefits that this will bring the city. My concern is to see there are guarantees the franchises play there otherwise this will be a failure.''

Councilwoman Jackie Goldberg: ``I want to see downtown revitalized. On the other hand, if we were to play a tape recording of the council meetings that decided to expand the Convention Center it would be remarkably similar.''

Councilman Richard Alatorre: ``I'm of the opinion this is good for the city. We are talking about a blighted area that needs to be revitalized. If this city is going to be a world class city we have to invest in the urban core.''

Councilman Rudy Svorinich: ``We need to send a message to investors large and small that a prudent rational plan has been brought forth and you can do business in Los Angeles.''
