The new fees are expected to take effect Jan. 1 and include an increase from $69 to $190 for new concealed weapon license applications, and from $28 to $67 for a renewal.

City Councilwoman Barbra Williamson said she was concerned about size of the rate hike.

 rates are among a range of changes proposed by the city, as it tries to adjust fees to the actual cost of providing various services.

The Police Department said it should be able to charge the higher rates for a concealed weapons license because of the costly application process, which includes background checks.

Capt. Dick Wright said it costs the department $846.45 to process a new application, and $168.45 to process a renewal.

The city has 68 concealed weapon licenses now active, officials said.

Former City Councilwoman Sandi Webb, who has a concealed weapons license to carry a .38-caliber gun, said she believes it is fair for the city to charge the higher fee if it has to process the paperwork involved.

``Why should we have to pay for our Second Amendment rights?'' said Webb, an advocate of gun owners' rights. ``The whole argument for me is, we shouldn't have the permit. Until we can overturn that, the city should have no fee, or (only) what it costs the city.''
