As traffic from Coldwater Canyon Boulevard backed up onto Ventura Boulevard Ventura Boulevard is one of the primary east-west thouroughfares in the San Fernando Valley; as it was originally a part of the El Camino Real (the trail between Spanish missions), Ventura Boulevard is the oldest route in the San Fernando Valley. Fifty intersections have been targeted for special attention by traffic officers, all highly visible in green vests and white gloves.

``They should have done this a long time ago,'' said Martin Eisen, a Tarzana motorist who noticed the difference while driving on Ventura Boulevard.

The city's Bureau of Parking Enforcement hired 44 additional traffic officers and six supervisors to work the intersections during morning and afternoon rush hours, said Valley Parking Enforcement Capt. Christine Mata.

Plans call for officers to be stationed from 7 to 9 a.m. at eight intersections and from 4 to 6 p.m. at 14 intersections each weekday in the Valley.

``We're not ticket writers; we're out there as Los Angeles' white-gloved ambassadors, doing our best to move traffic,'' Mata said. ``We hope to decrease the travel time by 20 percent.''

The Bureau of Parking Enforcement will study the effectiveness of the program every 30 days, Mata said, but drivers already like it.

``Every time they're here, it's better,'' said John Halperin, who stopped at a gas station at Van Nuys and Ventura boulevards - an intersection manned by a traffic officer. ``Especially at Laurel Canyon Laurel Canyon can refer to several things:
