, told the civilian Police Commission on Tuesday that the department's suicide rates are "exorbitantly high" compared with the general population, even though it has steadily dropped over the last nine years.

Since 1998, 19 LAPD officers have killed themselves, while seven have been killed in the line of duty.

But despite a team of psychologists and mandatory counseling for all officers involved in a shooting, the agency's suicide rate is more than twice the state average. And the department's rates for its 9,630 sworn officers exceed other agencies.

That is especially troubling given the rigorous screening process the department uses to catch mental health problems among recruits, Jablonski said.

"Our message is you have to reach out to someone," he said.

The department is using a public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment. By its nature, public relations is devoted to serving particular interests by presenting them to the public in the most  firm to roll out the prevention program. It will encourage officers to recognize signs of depression and alcoholism -- often precursors to suicide -- and train all supervisors to intervene and give every officer a card with suicide risk factors.

"Any time you lose the life of an officer that can be prevented, not enough is being done," said police commissioner Alan Skobin, who asked for the psychological report.
