COP COMPLEX BUILDER SENT DEFAULT NOTICE LAWYER FOR RAY WILSON CO. DISPUTES CITY OFFICIALS' CLAIM.

 - City officials said this week they are removing the contractor for the new $57.6 million police headquarters after nearly two years in delays.

``We received a notice of default from the city, and we're in disagreement with it,'' Charles Gossage, attorney for the Ray Wilson Co., said Wednesday.

The builder and city officials have been wrangling for months over whether the 160,000-square-foot building at 131 N. Isabel St. is complete.

Gossage said in December that the company had submitted a claim to city government for $20 million for work he said was added beyond contract specifications. He claimed that the project's design and changes ordered by city officials and the architect led to delays and higher costs.

Ground was broken in 2000 on the headquarters, which includes a 340- space parking garage and 96-inmate jail. Completion was initially scheduled for May 2002, then rescheduled for November 2003.

The city's attorneys advised the council to approve the contract adjustments to prevent the workers from those companies from walking off the job and to ensure their cooperation during probable litigation An action brought in court to enforce a particular right. City officials say they are still unsure when the building, which they say is 98 percent complete, will be ready for occupation.
