City and school officials rave about the cooperative effort that has produced the Edison-Pacific project. ``This is the first time that the city and the school district have worked together - and hopefully not the last,'' said City Councilman Dave Weaver. ``These days, the economics don't allow us the luxury of doing it all ourselves. When you can pool your resources, you can do a whole lot more.'' About $7 million from the city treasury and $26 million from the school district are financing the project, along with a $13 million federal community-development grant. Programming at the facilities will be split between school and community use. The library will have a children's section open only to the elementary school students during school hours. Similarly the school yard will not be open only to the students during school hours. The rest of the library will be available to the community during regular business hours BUSINESS HOURS. Pat Shea, the Edison-Pacific project manager for city government, said the new complex has something for everyone, especially children. ``This will be quite a transition for the kids.
