COOPER HALTS BID FOR OFFICE CANDIDATE HAD BEEN SEEN AS FRONT-RUNNER FOR COUNCIL.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. ``I view the job as a council member as much more than meetings and study sessions, and I wouldn't be able to be available to the public,'' Cooper said Tuesday.

Cooper is the Orange County manager for the Metropolitan Water District, overseeing a water treatment plant in Yorba Linda Yorba Linda (yôr`bə lĭn`də), city (1990 pop. 52,422), Orange co., S Calif., in a region of citrus fruit; inc. 1967.  is going through a reorganization that will place heavy demands on his time, Cooper said.

``I was looking forward to serving on the council, but now I would not be a benefit to the council,'' Cooper said.

Mayor Laurene Weste and Councilmen Frank Ferry and Cameron Smyth all endorsed Cooper in June, when he announced his intention to run.

``I certainly appreciate the level of support that I have received,'' Cooper said.

Cooper had not raised any money before deciding to drop out of the race while on a deep-sea fishing vacation several weeks ago.

Former Mayor and Councilwoman Jo Anne Darcy has announced her retirement from the position she has held since the incorporation of the city 13 years ago.

Weste and Ferry plan to seek re-election in April.

Former Mayor Jan Heidt, another member of the first City Council, is said to be considering running for re-election, as is former Councilwoman Jill Klajic.

A dozen other city leaders and officials said to be considering bids have until Jan. 11, 2002, to decide whether to throw their hats in the ring.
