COOLER WEATHER FOR ANGELENOS TEMPERATURES FINALLY DROP BELOW 100, ENDING WAVE.

Three weeks of blistering triple-digit temperatures ended Thursday as weary crews struggled to restore power and city officials called for a reckoning of power equipment failures.

At its height, the heat wave left tens of thousands of households without power and was responsible for the death of one man in the high desert, coroner's officials said Thursday

``Broke it, finally -- everybody's down below a hundred,'' said Stuart Seto of the National Weather Service in Oxnard. ``Cooler weather through the weekend.''

Highs dropped to 98 degrees in Chatsworth, 96 in Northridge and 95 in Woodland Hills, where the mercury had peaked Saturday at a county record of 119 degrees.

As he offered praise for work crews, the mayor said the past week showed the weaknesses of an aging system that officials acknowledge had not been adequately maintained.

Villaraigosa called for the report in 60 days to provide an overview of power outages, as well as short- and long-term plans for how to deal with the city's needs.

The mayor demanded an action plan to review DWP facilities and determine how much it would cost to bring utility equipment up to reliable standards.

Villaraigosa also asked the DWP to review future needs, energy conservation promotion, emergency response and timely warnings to the public.

 man was overcome by the heat this week while riding in a car with a friend.

Eldredge R. Kelsey Jr., 51, had stayed in the vehicle with the door open when they arrived at a home Tuesday in the desert east of Lancaster, officials said.
