She noted that harbor staff members have responded to some of the issues identified in the 2003 audit, but said the lack of action on shipping leases eclipsed any gains.

She added the port has been operating ``in principle'' under the draft leasing policy for the past year.

``For more than two years the Board of Harbor Commissioners has refused to adopt a sound overall policy for awarding shipping leases,'' she said in a letter to outgoing Mayor James Hahn and other elected city officials. ``The port staff drafted a policy over a year ago, which still sits in the commission's in-box collecting dust.''
