The impasse was declared last week on negotiations for a three-year deal covering this current school year and the two years after that, district officials said. They added that the district annually loses about one-third of its teachers to other districts with more attractive compensation packages. ``If we can't offer teachers a fair wage, why are they going to stay here?''
