CONSULTANT TO CREATE BASIN PLAN; DRAINS NEEDED TO HANDLE EXCESS WATER DURING RAIN.

Byline: Sylvia L. Oliande Daily News Staff Writer

The City Council is scheduled to hire a consultant to draft plans for the first two of six storm-drain basins needed to reduce the likelihood of flooding on the valley floor.

While the city's storm-drain system was built to handle heavy precipitation precipitation, in chemistry

, the city has identified several areas where basins should be built to hold the overflow when rainfall is heaviest.

Of the four bidders, city officials said, the front-runner is Robert Bein, William Frost William (Bill) Frost (28 May 1848 – March 1935) was an amateur aviator, who, some believe, made the first manned flight by a heavier-than-air aircraft.

Bill Frost was a carpenter who was born, died and lived most of his life in Saundersfoot a village on the Pembrokeshire
and Associates of Camarillo, with a bid of $557,590 for the Dry Canyon and North Simi basins.

The council will discuss the issue at its meeting Monday.

Although the need for the basins was identified in a 1990 master plan, the project has been on hold while the city tried to secure funding.

``If it had posed a real hazard, we would have acted sooner,'' said Councilman Paul Miller The name Paul Miller is shared by a number of people.

. ``This is one of those things that aren't terribly urgent. If you have the money to do them now, great, if not, they can wait.''

The city's drainage plan identified a total of 11 storm water detention basins Noun 1. detention basin - a storage site (such as a small reservoir) that delays the flow of water downstream

In addition to the two initial basins, others are planned for Chino Chino (chē`nō), city (1990 pop. 59,682), San Bernardino co., S Calif.; founded 1887, inc. 1910. City officials said the entire project is expected to take more than four years to complete.

The basins will serve to catch water during heavy rains so that it has a place to collect if the storm drains storm drain
