Responding to a report about a kidnapping in progress, police confronted the man outside the busy consulate in Los Angeles' Westlake neighborhood around 8:30 a.m. Television footage showed the man holding the clerk in front of him with his left arm around her neck as he walked away from the downtown building.

A shot could be heard and the man then fell backward to the ground.

The incident set off a citywide tactical alert, with Los Angeles Police Department "LAPD" and "L.A.P.D." redirect here. For other uses, see LAPD (disambiguation).
