San Fernando (săn fərnăn`dō), city (1991 pop. 144,761), Buenos Aires prov., E Argentina. It is a district administrative center in the Greater Buenos Aires area.
 - Construction of the largest, new retail development in the city of San Fernando, including a new county library, is set to begin next week, developers said Monday.

The $2.7 million Library Plaza project along Maclay Avenue, between Second and Third streets in the Mission Town area, is expected to be finished by February.

``The area is ripe for development,'' said Patti Friedman, chief executive officer of the San Fernando Chamber of Commerce. ``This is the biggest new retail project in the city, and everyone is excited that it's been designed in the mission style to stay consistent with City Hall.''

In addition to the new library, tenants will include a coffee shop, a flower shop, a barbershop, a fitness center, a juice bar, a mailbox-service center and a parking lot with 67 spaces. A sit-down restaurant is also a possibility..

The names of the tenants were not immediately available.

``The library served as the anchor that made this project happen,'' said Severyn Aszkenazy, whose company, Pueblo Contracting Services, is the builder.

Martha Diaz Aszkenazy, president of the company, has other projects in mind for developing the Maclay Avenue corridor. ``We grew up in the area, and we think San Fernando is long overdue OVERDUE. A bill, note, bond or other contract, for the payment of money at a particular day, when not paid upon the day, is overdue.

History
Prior to its founding in Georgetown, charters had been granted by the Legislature (Texas Congress 1836-1845) to establish four earlier educational institutions:
 School of Law's library in the mid-Wilshire corridor, Aszkenazy said.

Nancy Mahr, a spokeswoman for the county Library Department, said this will be the first time a county library is being developed with private financing and government loans that will be repaid.

County officials have signed a lease to pay about $3 million in rent for the library over 20 years.

``We hope this works out to be a good model for future library sites,'' she said. ``The library helps boost activity at the retail sites and vice versa VICE VERSA. On the contrary; on opposite sides. .''

At 8,600 square feet, the new San Fernando branch will be about 2,300 square feet bigger than the 47-year-old building on Library Street.

Funding for the Library Plaza project comes from a combination of private loans, $900,000 in federal development loans and $700,000 in low-interest loans from the city of San Fernando's redevelopment fund.

The groundbreaking ceremony, open to the public, is scheduled for 9:30 a.m. Aug. 2 at 217 N. Maclay Avenue. Future retail tenants will offer free samples of their products and services.
