CONSTRUCTION TO BEGIN ON LANDSLIDE-PRONE ROAD.

After months of delays, construction is about to start on the landslide-prone link between Plum Canyon Road and Whites Canyon Road, developers of a 2,500-home project said Monday.

The road is scheduled for completion in six months.

``We're beginning to remobilize our equipment,'' he said. ``Construction should begin imminently.''

Under a development agreement signed in 1988 between the developer and the county, Shapell is required to extend Plum Canyon Road to Whites Canyon Road to ease traffic flow from the planned development.

The road was supposed to have been extended last year but was delayed because sections of soil in the area are unstable. In October 1994, a hillside caved in as workers graded the road. No one was hurt.

Since then, developers have continued to work on soil and geology reports for the property, which will feature parks, schools, a fire station and a shopping center shopping center, a concentration of retail, service, and entertainment enterprises designed to serve the surrounding region. The modern shopping center differs from its antecedents—bazaars and marketplaces—in that the shops are usually amalgamated into .
