CONSTRUCTION PERMIT FINES ADDING UP.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - Contractors who fail to obtain city permits for construction jobs - major or minor - will face triple the cost of those permits under a new city enforcement program.

Starting Oct. 1, fines will be levied at twice the cost of the permit, and the applicant still will be required to pay the standard fee, said Ruben Barrera, Santa Clarita's building official.

 got a significant amount of contractors that do work without the required permits,'' Barrera said. ``We are trying to become a little more aggressive in how we deal with those situations.

``We're trying to make it more difficult for contractors to engage in illegal construction.''

City officials demand inspections and permits on construction, plumbing plumbing, piping systems inside buildings for water supply and sewage. ``The problem is that ultimately the person affected is the homeowner if the work goes uninspected,'' Barrera said. ``They might have plumbing or electrical work that doesn't meet safety codes.''

The city will work with the state Contractor's License board to levy fines against contractors.
