--Democrats are spending heavily to defeat him and create a Democratic majority in the House to regain control of Congress.

Strengths:

--A former federal prosecutor, Schiff successfully authored state bills on public safety as well as incentives to keep movie-industry jobs in the state.

--For a congressional challenger, his campaign is exceptionally well- funded.

--He benefits from a concerted get-out-the-vote effort by Democratic and labor groups, and other anti-Rogan efforts by groups independent of the Schiff campaign.

Weaknesses:

--Schiff needs a heavy turnout by the district's Democratic voters, but the forecast is for less than a record on election day.

--Schiff, still in only his first term in elected office, needed to avoid being seen as opportunistic against Rogan, who could point to a constitutional mandate for his impeachment role.

--A stronger-than-expected showing by George W. Bush in the state could provide a coattail effect for Rogan, hurting Schiff.
