``This is something that we feel there's a need for,'' Garrett said. ``In past years, there have been so few opportunities for young musicians.''

The youth orchestra is an outgrowth of recent changes in the community's musical scene.

``We think there are enough young musicians to go around. There are a lot of students who come from all over,'' Garrett said.

Garrett noted that Alexander has been honored for her work with young musicians by the Thousand Oaks Arts Commission and received the Amgen Award for Teacher Excellence in 1994.

``She has a proven record,'' Garrett said. ``She's an educator. It's not just something to get up there and play. They don't just play to perform. They learn.''

Garrett said the youth orchestra has an initial $25,000 annual budget, which pays Alexander and covers the rent for rehearsal and performance halls.
