Police said that Utiger was running north across Cochran Street at the intersection of Fig Street when he was hit by a car driven by Antonio J. Alindogan Jr., 32, of Simi Valley.

Utiger was carried on the hood of Alindogan's car for a shortdistance, then rolled off. The Simi Valley police have not finished their investigation of the incident.

T.O. man convicted in bathroom fires

William Sluiter, 44, faces up to four years and four months in prison when sentenced Oct. 16 on three felony counts of arson.

A book fair sponsored by Barbara Leighty, a local Dorling Kindersley Family Learning distributor will take place in conjunction with the show. Leighty is working with the library on a campaign to add reference materials the library has not been able to buy because of budget cuts.

Reference and educational books, videos and interactive CD-ROMs for children and adults will be available for purchase and families may ``Adopt-A-Book'' for the library.

The library is at 2969 Tapo Canyon Road.

T.O. council passes sewer surcharge

THOUSAND OAKS - The City Council voted 5-0 Tuesday night to issue a $5.20 surcharge to city sewer customers to pay for $75 million in improvements to the city's wastewater system. The issue initially was decided at the Sept. 2 meeting, but Tuesday's vote made it final.

Council members Elois Zeanah and Linda Parks have long opposed the charge, but recently changed their minds, saying they had won all the concessions they thought possible. Surcharge supporters have said that the plan is essentially the same one that the two have rejected in the past.

Divisiveness over the waste issue sparked a recall election against Zeanah, which in turn sparked two recalls against Mayor Judy Lazar and Councilman Andy Fox For the FoxTrot character, see .

City to post funding statements on Web

THOUSAND OAKS - The City Council voted 3-2 to approve a suggestion from Councilwoman Linda Parks to put total financial statements from all recall committees onto the city's World Wide Web site. Previously, the city only placed disclosure statements for current council members and information about any person or committee who receives a contribution of more than $250.

Mayor Judy Lazar and Councilman Andy Fox voted against the proposal. Lazar and Fox are the targets of recall petition campaigns. Parks is heading the campaign against the recall of Councilwoman Elois Zeanah.
