SOURCE: - Daily News Felony charges filed in bogus check case VENTURA - Prosecutors have filed forgery charges against a woman suspected of using bogus checks to post bail and pay court fines. Prosecutors filed three felony counts against Toby J. Chanel, 54, of Westlake Village on Thursday and also sought a bench warrant. Chanel is suspected of using the checks in fall to try to resolve two traffic cases that involved driving an unregistered vehicle without a license. Chanel has written in court filings that she is a sovereign citizen who does not recognize the authority of the courts or federal government.
