CONEJO VALLEY: BRIEFLY : REVIEW DEFERRED ON SENIOR HOUSING PLAN.

SIMI VALLEY Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  - The City Council has delayed until Nov. 17 a review of a proposal by a Los Angeles-based developer to build senior citizen apartments and a nursing home north of Wood Ranch.

Mayor Greg Stratton said it was necessary to delay the review because Kaufman & Broad had submitted last-minute revisions to its plan for a 44-acre site north of Madera Road and east of Presidential Drive.

The Kaufman & Broad proposal would mix housing for seniors and a nursing facility with single-family homes. However, the initial proposal also requested amendments to the city's Hillside Performance Standards, and a waiver The voluntary surrender of a known right; conduct supporting an inference that a particular right has been relinquished.

The term waiver is used in many legal contexts.
 of the required specific plan.

City staffers had recommended that the council reject the version of the plan that was initially submitted for consideration Monday because it didn't contain enough land to create a ``planned'' senior community.

The plan called for 3.5 acres of high density senior housing, and 24 acres of single-family homes. The remaining land would be open space.
