It was discovered in 1542 by Spanish explorer Juan Rodriguez Cabrillo, and eventually became part of the Rancho El Conejo land grant by  has studied issues such as youth activities, open space and business development. The organization has only one employee - an assistant paid on contract - so volunteers are important, said Jeff Reinhardt, vice chairman for the Future Foundation.

``We certainly encourage folks who are interested in the future and in shaping the future to come aboard,'' he said. ``We want people from every aspect of the community. We want all viewpoints.''

The membership drive serves to bring in a range of perspectives and raise money for upcoming projects and events, Reinhardt said.

``We're open to whatever level of involvement a person would like to have,'' he said. ``We're always in need of money. We also have opportunities for ongoing involvement in a variety of events such as the student congress.''

Annual student congress events and other round-table discussions also have led to several projects over the years. A recent student congress yielded a recommendation that resulted in the issuing of emergency cards for teens that list police and advice hot-line numbers, Reinhardt said.

``You really see kids blossom at the student congress,'' he said. ``It's really wonderful to see. You get to see them learn how to use the system.''

The coming report ``The Community as Campus'' will look at issues such as where residents can or should be able to get information on a career change, specific trades and extended education, Reinhardt said. It will also look at special programs that could expose teachers to professional fields, he said.

``We want to have lifelong learning Lifelong learning is the concept that "It's never too soon or too late for learning", a philosophy that has taken root in a whole host of different organisations.
