Last month, the council gave the swap meet operators a 30-day permit to run the operation, which had relocated from Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. , on one of the college's parking lots. The college expects to earn $24,000 annually from the lease and will use the funds for scholarships.

The council also postponed consideration of the 312-apartment-unit Archstone Communities project on a 19.2-acre parcel south of downtown.

The council approved a range of measures to improve traffic problems at Peach Hill School. Those included painting a double yellow line on Christian Barrett Drive between Peach Hill Road and Cedarpine Lane; putting a ``keep clear'' marking on the street at the entrance to the school; banning parking on the south side of Christian Barrett Drive for 100 feet immediately east and west of Trailcrest; making the junction a three-way stop; and installing three crosswalks.

Resident Debbie West, who had organized a petition signed by 200 people asking for the council to improve safety, said she was generally pleased with the council actions but was concerned about teachers and others who would not be allowed to park on Trailcrest, where parking will be banned.

``I'm happy that they're going ahead,'' she said. ``I just hope they work out the parking and drop-off issues.''

The council also directed city staff to work with Moorpark Unified School District A unified school district is a school district which includes both primary school (kindergarten through middle school or junior high) and high school (grades 9-12). In Illinois, these districts are called unit school districts.  officials to investigate another alternative, which would involve allowing cars to drive directly between the school parking lot and the parking lot near Peach Hill Park. Vehicles are blocked from driving directly between the two lots.
