Hirshberg made three complaints to the city Ethics Commission In the United States, an Ethics Commission is a commission established by State law to discourage dishonest practices by their public employees and elected officials. Almost all American states have such a commission.  - that Zine solicited contributions from city employees in a Jan. 5 e-mail in violation of city law; that independent expenditures made by the Police Protective League for Zine are not truly independent because he is a member of its board; and that the league made more independent expenditures for him than it reported.

``Is this the type of person that people should vote into office to take care of the problems in their city?'' Hirshberg said. ``I'm not afraid to fight him, but I want to make sure it's a fair fight.''

The Ethics Commission, following its standard policy, refused to confirm or deny the existence of a complaint.

Zine said he has been on vacation leave for several months from the league, which represents police officers, and was not aware of any independent expenditures they made on his behalf.

He said he was not familiar with the e-mail but said solicitations to union members are different than ones sent to city employees, even though league members work for the city.

``To my understanding, there's no violations of anything at any time that I have done personally,'' Zine said. ``We are in full compliance with state and city rules and regulations,'' he said.
