COMPANY SUBMITS PLAN TO BUILD PRISON IN CALIFORNIA CITY.Byline: Jim Skeen Daily News Staff Writer A Houston firm submitted a proposal to the state to build a 500-bed correctional facility in California City that would handle medium- and minimum-security inmates.
