Under the proposed deal, Century would retain the basic monthly rate at $28.26 through Nov. 30; pay the city a $15,000 transfer fee; establish a customer complaint phone line; and continue free basic cable service at Moorpark High, Arroyo West and Mountain Meadows schools.

In addition, the 2,500 subscribers in the upscale Mountain Meadows area would benefit from a proposed joint venture between Century Communications Corp. and Telecommunications Communicating information, including data, text, pictures, voice and video over long distance. ``We're absolutely excited about the opportunity to represent the customers in the Mountain Meadows area, and we think that the future with the expanded joint venture will allow us to move forward to offer new products and new technology to our customers in the Moorpark area,'' said Perron, Century's Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. The City Council is slated today to consider committee and staff recommendations to green-light Century taking over the franchise for Mountain Meadows from the current operator, Mountain Meadows Cable Television/Entertainment Express Ltd.

In January, the council agreed to extend Mountain Meadows Cable's franchise to December 2000 to allow it more time to find a buyer for the operation. It is owned by Richard Sklar, a U.S. envoy envoy: see diplomatic service.

Perron declined to reveal the terms of the deal between Century and Mountain Meadows, which has held the franchise for 15 years.

If the Moorpark City Council approves the franchise transfer, the transition likely would take place June 1, and customers would notice no difference except for a new heading on their bills, said Nowak.

Perron said Century wants to increase its customer service and part of that would be ensuring a smooth transition between the Mountain Meadows and Century operations.

``We want to really focus on the customer service aspect of the transition,'' he said.
