On Saturday, Cisneros, Ross and other dignitaries attended a festival and ribbon-cutting ceremony before prospective homebuyers began looking at model homes.

``These are affordable to the people who live in this area,'' said Barbara Zeidman, director of Los Angeles Partnership Office for Fannie Mae Fannie Mae: see Federal National Mortgage Association. .

``There is no income limit - no magic door to buy these homes,'' Zeidman said. Some families will qualify for no down payment, the developers said.

Project partners include Metrolink and Fannie Mae and mortgage company Troxler and Associates. A Metrolink spokesman said the partnership is the first between a transit operator and a mortgage company for transit-oriented development.

``This is the future of Los Angeles,'' said Stephen Lantz, director of strategic development and communications for the Metrolink-Southern California Commuter Rail System. ``You can buy a dream house at an affordable price - when we can provide you a dream commute, when you can get a dream loan, and we can get you as part of our dream family.''

``Why would you buy a car?'' Lantz added. ``Isn't it better to invest in a home?''

The idea of tying transit and housing came from newly elected Los Angeles City Attorney The Los Angeles City Attorney is an elected official whose job is to prosecute all of the misdemeanor criminal offenses within the city of Los Angeles, California, United States.  Rocky Delgadillo, who first announced his Genesis Initiative in March 1999.

``We want people to move out of their cars and into their communities,'' Delgadillo said. ``It just makes common sense.''

Cisneros, who formed American CityVista in association with KB Homes, has built similar communities - with different themes - in Texas and Arizona and has plans to expand throughout the United States.

``Our concept is villages within the city,'' Cisneros said. ``Everyone of our communities provides a good reason why people want to come there.''

While this project deals with transit, Cisneros said that other housing developments have evolved around the themes of scenery and proximity to educational centers.
