 COMMUNITY BANK, N.A. NAMES NEW PRESIDENT
 SYRACUSE, N.Y., Sept. 17 /PRNewswire/ -- Sanford A. Belden of


Stamford, Conn., has been named president and chief executive officer of Community Bank, N.A. and Community Bank System, Inc. (CBSI), effective Oct. 1, 1992, according to William D. Stalder, chairman of the board of directors. He succeeds Edwin J. Lyons, who is retiring after 21 years as president of St. Lawrence National Bank and Community Bank, N.A.
 Belden, 50, has been manager of the eastern region of Rabobank Nederland, the world's leading food and fiber sector lender, since 1990. Prior to that he was president of Community Banking at First Bank System, a $20 billion multi-bank holding company based in Minneapolis. From 1972-85 he was affiliated with the Farm Credit System, his last position being chief executive officer of Farm Credit Services of North Central Michigan.
 Belden, who holds bachelor's, master's and doctoral degrees from Purdue University, was an assistant professor at Cornell University from 1970-72.
 "After an intensive search of many well-qualified candidates," said Stalder, "the Board of Directors is confident that the selection of Sanford Belden will provide the quality of leadership needed to maintain Community Bank, N.A. as a viable organization and to continue the level of earnings increases experienced in the first two quarters of 1992."
 Community Bank System, Inc. is a $650 million registered bank holding company based in Dewitt, N.Y. Effective Jan. 1, 1992, CBSI consolidated its five independent commercial banks into a single Upstate New York Bank known as Community Bank, N.A. Through this wholly-owned national banking subsidiary, CBSI operates a full service banking network with 32 branches located throughout Northern New York, the Finger Lakes Region, the Southern Tier, and Southwestern New York, as well as a representative office in Ottawa, Ontario, Canada.
