COMMITTEE REVISES SUGGESTIONS; OPEN-SPACE-SAVING STRATEGIES INCLUDE INVOLVING SUPERVISORS.

 nearly derailed the committee putting in place voter-approved urban growth restrictions, the group is set to unveil a new series of preservation strategies Tuesday.

Allowing county supervisors more control over greenbelts and bringing new agencies aboard to handle an educational campaign are among the new proposals being discussed by the Measure A Implementation Committee.

 will consider the revised plans at its meeting today.

``The public voted on this, so we need to get going,'' said Supervisor Frank Schillo, who along with Supervisor John Flynn made up the two-person committee. ``This is another attempt by our committee to outline a program which we want to embark on Verb 1. embark on - get off the ground; "Who started this company?"; "We embarked on an exciting enterprise"; "I start my day with a good breakfast"; "We began the new semester"; "The afternoon session begins at 4 PM"; "The blood shed started when the partisans .''

While many of the details still need to be ironed out, the committee's revised recommendations include:

Allowing each supervisor to work on strengthening existing greenbelts and creating new ones in their respective districts, rather than having the committee oversee the greenbelt Greenbelt, city (1990 pop. 21,096), Prince Georges co., W central Md., a residential suburb of Washington, D.C.; chartered 1937. Greenbelt was planned and built by the federal government as an experimental model community for families of modest income.  program.

Using county-based organizations such as the League of Women Voters League of Women Voters, voluntary public service organization of U.S. citizens. Organized in 1920 in Chicago as an outgrowth of the National American Woman Suffrage Association, it had as its original nucleus the leaders of the latter organization.  and the environmental group the Sustainability Council to handle the public education component. The committee is backing away from including Global Green, a Santa Monica-based international environmental group that supervisors worried had its own political agenda.

Creating a joint participation agreement between county agencies and existing land conservancies Organizations that deal with the conservation of various ecosystems:
  • African Wild Dog Conservancy - nonprofit dedicated to conserving wild dogs through research and education
  • American Bird Conservancy
 - the Ventura Agricultural Land Trust and the Ojai Valley Conservancy - to oversee land conservation programs. Flynn and Schillo would oversee an Open Space Conservation District, which will seek funds to purchase development rights on open space and agriculturally zoned land.

Schillo and Flynn on Wednesday will also begin expanding their committee to approximately 20 members, including representatives from economic development, environmental, agricultural and public interest groups.

Last fall, voters approved Measure A, which was a companion to the landmark Save Open space and Agricultural Resources initiative that limits development in the county. Measure A served as an advisory vote that called for supporting key recommendations for open space preservation made by the so-called Agriculture Policy Working Group.

The implementation committee is charged with putting in place those recommendations but nearly disbanded before it got off the ground.

In April, Flynn and Schillo's status report to the board of supervisors was rejected by a 3-2 vote.

The two accused the dissenters dissenters: see nonconformists.  of trying to halt implementation of the growth-control recommendation.

Flynn went so far as to resign from the committee but later accepted Schillo's invitation to return.

The recommendations from Measure A are expected to be implemented by next summer.

``I think this clarifies who would be doing what,'' said Thomas Berg, Resource Management Agency director, who worked on the revised plan. ``I suspect (supervisors) will be supported.''

Generating funds for the open-space district is expected to be a source of controversy down the road.

Flynn, who could not be reached for comment, has said he will push for a quarter-cent sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government.  increase to generate $20 million a year to preserve open space and farmland.
