 unanimously voting to recommend construction of the Mediterranean-style mall, along with 500 upscale apartments.

Before construction of the 641,000-square-foot, open-air mall north of the Ronald Reagan Freeway can begin, the City Council must approve the developer's plans.

``This project has been a lot of years in the coming,'' said Richard Kunz, chair of the planning commission, shortly before approving the commission's final recommendations. ``This is where we want the city going, to be a full-service city with all the amenities.''

The council - which has spent tens of thousands of dollars over the last decade attempting to woo would-be developers - is expected to approve the plan when it takes it up Sept 29.
