Some possibilities under consideration by the college, which is located atop a hill at Verdugo Road and Mountain Street, are building underneath the athletic field and using land across the street over the flood control channel Flood control channels are a series of large, concrete, and empty (except when a flood is actually present) open-air channels that extend a ways below the street levels of some larger cities, so that if and when a flood occurs, the flood will run into the channels, and proceed to be . Taylor stressed that the parking plan is very preliminary and that the college so far has had no discussions with the city or any other agencies. The structure is not expected to be built for three to five years. ``We want to solve our problems and not impact the traffic, which is already pretty heavy on Verdugo Road,'' Taylor said. ``Anything we do will be in full cooperation.'' If the college decides to proceed with building a parking structure, the project cost will be included in a facilities bond the college is considering issuing, Taylor said. ``I think it just makes sense that we do a traffic study before we approach the voters on any potential bond proposal for the ballot,'' said board trustee Victor King. During the first six weeks of the semester when students overwhelm the campus registering for classes, the college has to lease more parking from a parking structure downtown and shuttle students from there. A survey done a few years ago by the college showed that some students did not sign up for classes after applying to the college partly because of parking problems. ``We believe the 1,000 spaces would be sufficient to meet our needs now and immediate future needs,'' Taylor said. ``We know we have a shortage of parking. Especially when the college grows, that will be one of our limiting factors A factor or condition that, either temporarily or permanently, impedes mission accomplishment.
