COLLEAGUES HAIL MURPHY'S ABILITIES.

Byline: Mary Lou Aurelio Daily News Staff Writer

If selected mayor by fellow council members today, Stacey Murphy has the right stuff to lead the city on the issues of airport expansion, energy deregulation Deregulation

The reduction or elimination of government power in a particular industry, usually enacted to create more competition within the industry.

Notes:
Traditional areas that have been deregulated are the telephone and airline industries.
and several million-dollar development projects, officials say.

``I think she's going to be a great mayor for the city,'' said Councilman Bob Kramer, who predicted she will be chosen unanimously to serve as mayor for one year. ``She's got a good grasp of the issues, and she's very down-to-earth. She doesn't walk around with an attitude the way some people do after they are elected.''

Kramer said Murphy's understanding of the problems will be invaluable in working out a resolution with the cities of Glendale and Pasadena about adding flight and noise restrictions as well as gates at the airport.

``She certainly knows the players, and if anybody can help, it will be her,'' Kramer predicted. ``She's got a lot of common sense, and she'll be a positive force on trying to resolve the issue.''

Robert ``Bud'' Ovrom, city manager, said Murphy is known for listening to others.

``I really feel confident that this is the year the airport conflict is going to be solved. Especially with more moderates on the other city councils now, all the stars are in alignment with Stacy being the mayor,'' Ovrom said.

He predicted that Murphy's style will help in resolving nettlesome issues.

The term "interpersonal skills" is used often in business contexts to refer to the measure of a person's ability ,'' Ovrom said. ``She's the perfect choice for that.''

The city's official policy is to agree to expansion from 14 gates to 16, with an enforceable curfew curfew [O.Fr.,=cover fire], originally a signal, such as the ringing of a bell, to damp the fire, extinguish all lights in the dwelling, and retire for the night. The custom originated as a precaution against fires and was common throughout Europe in the Middle Ages.  on flights from 10 p.m. to 7 a.m. and a noise budget.

In a recent interview, Murphy said that, with a curfew and noise restrictions, she would be flexible and agree to 19 gates, ``but I wouldn't go above 19 for any reason.''

Ultimately, it will be up to the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  to decide on curfews and noise budgets, but Murphy said the Airport Authority appointees from Glendale and Pasadena could help.

``All we've ever asked is for them to support us when we go to the FAA, to help make our case,'' Murphy said. With unanimity UNANIMITY. The agreement of all the persons concerned in a thing in design and opinion.

, she said, ``we're pretty confident we could'' persuade the FAA to approve the curfew and noise budgets.

Murphy's confidence and positive attitude come across in her personal life, too.

``There is no magic wand a wand used by a magician in performing feats of magic.

She said she is busy in all waking hours - ``I have two jobs and three kids - but I like what I do.''

She and her husband, Tim Murphy, a former Burbank city councilman, separated 1-1/2 years ago and are getting a divorce. They have three sons: Sean, 14, Robert, 13, and Connor, 6.

``I'm always running, but it's fun,'' she said. ``I guess it depends on your attitude. The trick is to enjoy what you're doing.''

``It's a crucial year to decide where we're going,'' Ovrom said. ``I think she's going to be great at being the mayor.''
