COC TURNS OFF POWER, HALTS CLASSES.

Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region,  Edison's largest customers volunteered to shut off power Monday as the state's power reserves dipped below normal.

The California Independent System Operator declared a Stage 2 emergency, calling upon Edison and its customers in 50,000 square miles that have voluntarily accepted a power outage in emergency situations.

The Cal-ISO, which manages about 75 percent of the state's transmission power grids and secures power for most of the state, expected the outage to last from 2 to 9 p.m. Monday.

Edison hopes the outage will help raise the reserve supply to more than 5 percent, which is less than what is has now, said Glen Becerra, the organization's region manger. The average reserve is between 10 percent and 12 percent, which can fluctuate depending on the season.

The electric company also is asking users to conserve energy at home by turning off air conditioners, lights, and keeping drapes drape

If shutting down the large companies doesn't conserve enough power, Edison will be forced to shut off power in blocked areas for an hour at a time.

College of the Canyons College of the Canyons is one of the fastest-growing community colleges in the state. The valley was part of the 48,612-acre (19,672.  was one of Edison's largest customers to voluntarily shut down Monday, causing the campus to evacuate and hundreds of classes to cancel.

Sue Bozman, college spokeswoman, said while the outage inconveniences the faculty and students, the college volunteers for the program because it receives a reduced rate, saving about $100,000 a year.

Until this summer, the college only had to adhere to the power outage once, but the heat has shut the campus down five times since then.

Bozman said she expects classes to resume today.

How long the power shortage could last is unknown as the temperature in Newhall hit 104 Monday afternoon.
