COACHING MOVES: SILVA MAKES MOVE.

SIMI VALLEY Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  - When Andy Silva took over the Royal High girls' soccer team, he gave himself five years to turn the program into a contender or else he would resign.

Silva maintains the same drive for success that prompted him to step down from the girls' team in 1999, but he shouldn't have to use his five-year plan Five-Year Plan, Soviet economic practice of planning to augment agricultural and industrial output by designated quotas for a limited period of usually five years.  to get a dominant team in his new position as Royal's boys' soccer coach.

When Silva was appointed coach last week, he became the latest in a series of offseason coaching newcomers to inherit a winning program. Corley is moving to Colorado because of his wife's job, leaving Silva with a team that returns several starters from last season's 20-8-3 team which reached the quarterfinals.

``I hope to continue the success the program has had at Royal,'' Silva said. ``Kevin did a very nice job. I'm hoping I can carry that out.''

Silva is entering his 29th year of coaching. Most of those years have entailed coaching more than one sport, so he is hoping Royal administrators will allow him to remain with the softball team, at least as an assistant.

``I really would like to do both,'' said Silva, who coached the Highlanders softball team since 1993. ``I'm hoping there'll be a door open for me to stay involved.

``We've been building and the program's on the rise. We feel we'll have a very, very good season next year and I don't want to miss on the final product. I'm not ready to get out of softball yet.''

Other programs changing hands include the boys' basketball, girls' volleyball, boys' track, girls' track and girls' water polo water polo, swimming game encompassing features of soccer, football, basketball, and hockey.
