CMS releases final rules.On Nov. 7, 2008, The Centers for Medicare and Medicaid Services The Centers for Medicare and Medicaid Services (CMS), previously known as the Health Care Financing Administration (HCFA), is a federal agency within the United States Department of Health and Human Services (DHHS) that administers the Medicare program and released a final rule intended to clarify the definition of outpatient hospital services under Medicaid. The rule narrows the definition and scope of covered Medicaid outpatient hospital services by aligning them more closely to such Medicare services. The outpatient regulation was not included in the moratorium provided to six Medicaid regulations by the Iraq War Supplemental last June. This rule became effective on Dec. 8, 2008.
