SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. ``Any time we are able to reduce costs and fees, we pass those savings on to those that pay those particular costs and fees - in this case, valley property owners,'' board President Peter Kavounas said in a statement.

The board took similar action the past two years after doubling rates in 2001 to 12 cents per $100 of assessed value. That step was taken to manage rising costs resulting from the energy crisis. Officials said at the time that the agency's power bill had increased from $2 million annually to $21 million.

Like all State Water Project contractors, Castaic has the authority to collect property taxes as well as water charges.
