Mayor Jo Anne Darcy and the council agreed with Newhall County Water District members Tuesday that the city and public need more than two weeks to review the Urban Water Management Plan. The council planned to ask the water agency to consider the extension. There is no penalty for missing the Dec. 31 deadline, though the agency wouldn't be eligible for the state's drought drought, abnormally long period of insufficient rainfall. Drought cannot be defined in terms of inches of rainfall or number of days without rain, since it is determined by such variable factors as the distribution in time and area of precipitation during and before relief program until the plan is submitted. ``As soon as it's (the plan) made public, we will be sure to solicit comments,'' Cooper said. ``. . . The board will take whatever comments come in to make sure the plan is accurate and meets the needs of the community.'' Darcy wasn't available Thursday for comment. Lynne Plambeck, a Newhall County Water District member who agreed with the council, said Thursday that the board's decision wasn't good public process because regardless of whether changes can be made, the state will still have the original plan on file. ``To just allow two weeks and over a holiday (for public review) is just an aberration of public procedure,'' she said. ``This is one of the most important plans to be brought to our valley.'' The plan will be released Wednesday and a public hearing is scheduled for Dec. 6. The final plan will be approved Dec. 20 before it's submitted to the state.
