``We are concerned that past reviews of this question have been incomplete and unable to bring closure to this important topic,'' the letter said. ``We also believe that the recent practice of conducting another major review of this question every 12 to 18 months is a very inefficient use of government and contractor resources.''

Gross could not be reached for comment.
