Complaining that the Republican-led Congress was trying to undermine the White House's foreign policy authority, President Clinton on Friday vetoed a $13 billion State Department authorization bill that would have required substantial spending cuts Noun 1. spending cut - the act of reducing spending
cut - the act of reducing the amount or number; "the mayor proposed extensive cuts in the city budget"
and would have forced Washington to give more political support to Taiwan.

``This legislation contains many unacceptable provisions that would undercut U.S. leadership abroad and damage our ability to assure the future security and prosperity of the American people An American people may be:
  • any nation or ethnic group of the Americas
  • see Demographics of North America
  • see Demographics of South America
,'' Clinton said in his veto message to Congress.

``It would also restrict presidential authority needed to conduct foreign affairs foreign affairs

Affairs concerning international relations and national interests in foreign countries.
and to control state secrets, thereby raising serious constitutional concerns.''

The veto sets up another major election-year fight between Clinton and congressional Republicans, who are already locked in political battles over the 1996 budget, over a seven-year plan to balance the federal budget and over tax cuts.
