CLI and COMSAT RSI to supply distance learning network to Virginia.

, Calif.--(BUSINESS WIRE)--Aug. 31, 1995--CLI (Compression Labs, Incorporated) (NASDAQ/NMS: CLIX) announced today that COMSAT Comsat: see Communications Satellite Corporation; communications satellite.

COMSAT RSI will provide the satellite transmission equipment and antennas. The network will include more than 100 SpectrumSaver receivers and seven encoders from CLI (1) (Call Level Interface) A database programming interface from the SQL Access Group (SAG), an SQL membership organization. SAG's CLI is an attempt to standardize the SQL language for database access. .

The distance learning network for the Commonwealth of Virginia includes the provision and installation of three new digital uplinks at Old Dominion University “ODU” redirects here. For other uses, see ODU (disambiguation).

, The University of Virginia and Virginia Polytechnic Institute. COMSAT RSI will also provide and install satellite downlinks within the Commonwealth of Virginia and other U.S. locations.

Unique to this program is the provision of satellite time and total remote control of the network from COMSAT RSI's Systems Control Facility in Clarksburg, Maryland. COMSAT RSI will own and operate this network as a service for the Commonwealth of Virginia over the term of the contract. COMSAT RSI will use the CLI SpectrumSaver technology for digital compression; satellite time will be provided via GE Spacenet III.

Gary Trimm, president of CLI's Broadcast Products Group, said "The Commonwealth of Virginia can take advantage of the affordability of SpectrumSaver for their private distance learning network. SpectrumSaver is ideal for universities and business television users with a relatively smaller number of sites. It is still the only compressed digital video system designed exclusively for private network applications where receivers must be remotely controlled over a satellite.

"SpectrumSaver continues to be the field-proven system of choice as there are more than 300 SpectrumSaver encoders for transmitter stations and 70,000 receivers throughout the world -- a de facto standard Hardware or software that is widely used, but not endorsed by a standards organization. SpectrumSaver, announced initially in 1991, is the world's first digital broadcast system for business television, distance learning and other broadcast applications. Continually improved since its introduction, SpectrumSaver receivers are software upgradable via remote satellite transmission allowing entire networks to be upgraded without a person touching a single receiver.

CLI's SpectrumSaver digitizes and compresses a full motion NTSC (National TV Standards Committee) The committee that developed the television standards for the U.S, which are also used in Canada, Japan, South Korea and several Central and South American countries. Both the committee and the standard are called "NTSC.  or PAL analog television signal so it can be transmitted via satellite in as little as two megahertz One million cycles per second. See MHz.
