The Gansu PTA has ordered 85 Radiance videoconferencing systems and 13 multipoint control units to connect 14 counties and 70 cities and districts. The network will be built in three phases. The first phase will be finished and put into use by the end of the year. It covers 14 cities and districts and will be connected to the MPT National Backbone Videoconferencing network. The second and third phases will be completed in May and August 1997.

Radiance high-performance group videoconferencing systems provide high-quality video at up to 30 frames per second and 480 lines of resolution The number of horizontal lines on a TV or computer screen. The term typically refers to TV sets; for example, wide screen digital TVs have 720 or 1,080 lines of resolution, while analog TV uses 525 lines. VHS tapes can render from 240 to 260 lines. .

In addition to communicating with other CLI systems, the easy-to-use Radiance system can communicate with the growing number of codecs that meet ITU-TSS ITU-TSS International Telecommunications Union - Telecommunications Standards Sector  H.320 standards. Multipoint Control Units enable multiple sites to participate simultaneously in the same conference and in China serve as critical video hubs to link numerous sites connected via dedicated transmission lines.
