``There are people out there talking about breaking us up,'' Hahn said at a news conference at Costello Park in Boyle Heights.

``If they leave the city they will not be able to do things like this - to make our parks safe and offer alternatives to crime, gangs and drugs.''

Hahn also used the news conference to announce he is nominating Manuel Mollinedo as the new Recreation and Parks Department general manager, to take over for Ellie Oppenheim, who took a similar post in San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. One of his top priorities will be improving parks conditions, Mollinedo said.

``It is wonderful to have programs like the mayor is announcing today, but we shouldn't have to do that,'' Mollinedo said. ``All our parks should be safe and clean and places where children can be children.''

In all, 47 parks across the city have been cleaned up.

Leaders of Valley Voters Organized Toward Empowerment have praised the mayor for his efforts, but have said a new Valley city would be able to provide better care for its park system.

Hahn said he has designated an additional 50 parks for the special cleanup programs in his proposed 2002-03 budget.

Also, the mayor has stressed the need to beef up security at city parks and met with the Police Commission this week to develop a program to increase police patrols.
