The Baca proposal would create an Office of Independent Review with civilian lawyers and retired judges to oversee discipline of deputies in the Sheriff's Department. Under the council's 11-3 vote, the proposal will be sent to the special review panel that is looking at the LAPD's Board of Inquiry report into the Rampart Division corruption case, in which officers stand accused of assaulting suspects, planting evidence on them and lying in court to win convictions. One of those dissenting was Councilman Nick Pacheco Lauro "Nick" Pacheco, Jr. is an American attorney, politician, and a member of the Democratic Party.
