But commission member Richard Close, chairman of Valley Voters Organized Toward Empowerment, said he was encouraged by the small number of people who showed up.

``The mayor keeps saying that the rest of Los Angeles is opposed to the Valley becoming a separate city. The fact that only a dozen people spoke against it indicates that the mayor is not correct.''

To some, turnout is no gauge of public sentiment, however.

While a stand on secession may be a bargaining chip against Hahn for the moment, when it comes time to vote, people in the inner city will consider issues such as city services and the tax base, said Dorothy Fuller, a member of the Eighth Council District Empowerment Congress and Water and Power Associates.

``If the issue of secession gets on the ballot,'' she said, ``by that time the issue of the police chief will be over.''

A citywide election on the secession issue is tentatively set for Nov. 5 of this year.
